UI Design - Clean-up Entity Dashboard - Recent Filing History

Incremental addition of different things that show up on the Recent Filing History has outgrown the original intension of the design.

At the time of this ticket creation, there are many different ways an entry in the RFH list can be expanded. This ticket aims to consolidate them into a single interaction with better badging to indicate what information is available to the user when a row is collapsed.

Scenarios (not exhaustive):
* Completed filing with just documents
* Submitted filing with payment pending
* Registrar's Order / Registrar's Order / Court Order (Added via "Add Staff Filing")
* Filings with additional text information like Limited Restoration
* Any activity with a staff note (Added via "Add Details")

Design direction:
* Consolidate the expansion interaction to a single element and use a generic label
* Apply consistent design language to indicate what additional information is available in the expanded view for above scenarios
* Update the text colour of "FILED AND PAID ..." line to mid-gray `#495057`
* Tooltips on the dates should display above the tooltip enabled content instead of to its right
