UI - MHR UX Enhancement: Make the dashed bottom border of disabled inputs more noticeable

Description
To help users distinguish between disabled and active input fields, we need a small style edit to the bottom border of all the disabled inputs in the MHR/PPR platform. The current tiny deactivated/uneditable field "dotted" line is barely noticeable. We found a more noticeable "uneditable" line style used in entities.
**Places we have disabled inputs in MHR:**
Registration and transfer flows:
- Change Details for existing person or business mode - Name and Additional Name Information when uneditable
- Edit/Add group details in TC ownership - Undivided Interest field
**Note:** This can be applied as the default for all disabled text fields in MHR flows as discussed
**Style reference for the dotted/dashed line:**
Log in as staff, go to: My Staff Business Registry > Incorporate a Limited Numbered BC Company > Incorporate a Numbered Company > Review and confirm > scroll down to the section screenshotted below.
**Note:**
Keep the same field background/underline/text colours as we have in MHR currently, this update is ONLY for the bottom border dot/dash styling of the input.
