PPR Amendment - Unable to file an Amendment with status 400

- [ ] When a user starts an Amendment and amends the existing secured party business name without code to the secured party with code, then clicking on the 'Register Amendment and Pay' button populates the 'Unable to complete registration' modal with status 400.

Error message:

```

**Steps to Reproduce:**

- Select a registration from the table to file an Amendment
- Navigate to the secured party
- Amend the existing business secured party without code to the secured party with code
- Amended badge gets added to the secured party in the table
- Now, navigate to the review screen and click on the Register Amendment and Pay button
- Unable to complete registration modal is populated and user cannot navigate to the dashboard

Existing secured parties:

In the screenshot below, the secured party 'THE BANK OF NOVA SCOTIA PROPERTIES INC. ' business name was changed/amended to 'The bank of Nova Scotia' by clicking on the done button the similar secured parties modal got populated and I have selected from the existing secured party list:
