"Free" director changes use a different fee code from normal director changes (ie, BCFDR/OTFDR instead of BCCDR/OTCDR). This may complicate the BE providing the filing codes of allowable filings to the FE, requiring the FE to continue to manage filings codes.
Meanwhile, ARs and COAs can be filed "for free" using a flag ("no fee option"). This does not require multiple AR/COA filing codes, so the BE could provide the codes that the FE needs (thus removing more business logic from the FE -- a good thing).
