**Describe the bug in the current situation**
When the company is historical if in case the ToDo list shows it has an outstanding AR to file then the "File Now" button is disabled but the checkbox is still clickable
Steps to reproduce the behavior:
1. Go to 'https://dev.bcregistry.ca/business/BC0870814/?accountid=3040'
2. Login in as Staff
3. Search the identifier "BC0870814"
4. Under the ToDo list observe that the checkbox is clickable.
