Description
- IA was filed (as BCSC)
- business dashboard (loaded using Temp Reg Number) shows filed IA (as staff)
- filed IA shows "Filed by bcsc/blahblahblah" -- should show user name as applicable
- depending on who filed vs who logged in user is (ie, staff or not)
