Reset OTP when restore an user from Inactive status

**Describe the bug in current situation**
If a BCeID user got deactivate before, the OTP information still exists in Keycloak account.

When the user want to rejoin the account, he/she can't enter the one time code and staff can't help the user rest OTP.
