Allow multiple tabs for concurrent sessions with different partner applications from BCROS

This request originated with OPS ticket 2168.

Client is asking if multiple concurrent tabs can be setup for sessions with various BCROS partners.

Also, why when we do a Rural Property or a CSO search is the BC Registry dashboard no available to open another tab say PPR without having to login again? Somewhat annoying!

Client can open partner applications from BCROS in new tabs or windows so they can keep work in multiple applications without having to keep switching.
