Require Documentation:
Planned service outage process documentation to allow for communication and coordination between BC Registry and BCA two organizations
Currently, OCM have some process and document when there is an outage... eg. Feb 11 API planned outage. https://github.com/bcgov-registries/ocm/issues/529
