ULC/BC/CCC - misc fixes part 1

A bunch of issues were brought up for the initial implementation of corps pipeline.

The approach will be changing to have a stage 1(tombstone) and stage 2 pipeline. The way we persist data in these two pipelines will also likely move away from using custom filer processes.

Although technical implementation will change, will keep this ticket around to ensure we verify issues originally brought up in the referenced issues/tickets below are verified.
