This issue originated with OPS ticket 2050.

This is a frequent issue. Is there a way for the system to allow out of order effective date filings? The Societies Online system was designed in such a way that it allows out of order effective date filings for ARs and director changes. Perhaps we need to have a meeting to discuss this issue, and how we could improve the system so that such filings aren't blocked by the system.

At this time the only solution for this issue is to advise the coop to complete the filing with incorrect information and then for staff to submit a zenhub ticket asking for a data fix.

Filings can be completed out of order by effective date.
