Description
As per #14405, provide the ability to upload a court order document in:
- dissolutions
- incorporations
**To do:**
- [ ] import updated shared component (which has the file upload)
- first save Filings UI component into shared repo if it's not already there
- [ ] update plumbing to save file and pass it along in JSON
- [ ] clean up existing file upload code for consistency with other UIs
