Filing-UI tooltip on pending office address change on BC CCC and ULC

**Describe the bug in current situation**
The tool tip for a pending office address change has the arrow pointing the wrong direction.

Low impact all users will see it however.

**Pre Conditions: which Env, any pre-requesites or assumptions to execute steps?**
An office address change on a BC CCC or ULC on the current day

**Steps to Reproduce**
1 Log in as a used go to a BC ULC or CCC that you are able to file an office address change
2 File an office address change and pay.
3 Hover over the pending chip and see the error

**Actual/ observed behavior/ results**
The tooltip arrow is pointing to the left and not down.

**Expected behavior**
the tooltip arrow should point towards the chip.
