BE: alteration doesn't remove duplicate name translation

Description
1. login
2. open a BEN with a name translation
3. start an alteration
4. add a duplicate name translation (or 2) and remove the original one
5. file the alteration
6. observe the duplicate name translations in the Alteration output, Notice of Articles output, and Business Summary output
7. file another alteration here you remove all but 1 of the duplicate name translations
8. observe the duplicate name translations in the Alteration output, Notice of Articles output, and Business Summary output
9. start another alteration and observe the duplicate name translations
Results may vary: you may see duplicates or not, depending or order of filing.
In addition to fixing this bug, perhaps we should have a separate UI ticket to prevent duplicate name translations?
