Link a user to a corporation

This is a catch-all ticket. We have three ways to link a user's account the other two (see below) are handled by other tickets.

1) Bulk load for high-volume users;
2) Leveraging the annual report.

This ticket is to allow a person to claim a corporation if the above two methods are not appropriate.
