Back End - Firm with partner's address in a foreign country breaks the record and pushes it to conversion state

Description
**Describe the bug in current situation**
1. When one of the partners/proprietors addresses is entered for a foreign country, the region is reported as a mandatory piece of data missing.
2. However, there is no provision on the screen to enter a region, and the province field cannot be repurposed for this scope.
3. This issue applies to any firms, I worked with a brand new one in test and I was able to replicate the issue.

**Firms where one of the partners/proprietors addresses is outside of Canada will end up with a broken record, complaining of a missing region.**

Replicable in Test and Prod.
**Steps to Reproduce**
Steps to reproduce the behavior:
1. Retrieve a firm record, or create a new one.
2. Change one of the proprietor/partner addresses to India for example.
3. The firm record becomes broken and goes into Conversion mode.
