Users confused by inability to open legacy businesses in search

Claudine has had reports from clients that they are confused that a BC Company is shown, but they cannot open and retrieve documents.

Suggestions:

- Reword sentence at top "Search for businesses registered or incorporated in B.C. or for owners of firms, and access their business documents."
- Possibly have entire row be clickable and display modal for non-modernized entity types?
