Review variations of staff access and plan their implementation now that IDIR/org changes are implemented

There are currently multiple users from various agencies that require some form of staff access.
This older doc is a good starting point to review these variations and to extend them with any new types that have come forth since.

Once analysis is complete, implementation tickets can be made.

Considerations:
- Which portion of which app does this user need?
- Should this user be charged full/partial/no fee for the work they complete in each app?

Examples that aren't handled now:
- external staff that want no fee access to an app (non-IDIR and IDIR variations)
- different parties that want no fee access to BCOL partner apps (requires changes on partner apps?)
