Open Business Registry API to accept all SP/GP filings in production

List of tasks to make this happen...

This is currently available through the gateway, but it is not published. The entire flow (filer, etc.) is not enabled in the sandbox, but it will work in prod.

**Sandbox**
- [ ] setup filer and queues (not a small task, prefer to do this in the new Q for Feb release)
- [x] Allow filings to be submitted, validated and paid for
- [ ] Mark filings as paid (requires the Filer, Pay and Queue changes)
- [ ] Apply filings to the DB (requires the Filer, Pay and Queue changes)

**Prod**
- [ ] update legal-api spec for Registration & Correction filing definitions.
- [ ] publish api spec

**Feb Release**
Optional addition (should be in place for the Feb release)
- [ ] Add Launchdarkly to enable filings / company types and only from certain accounts.

***note**: minimally only the Prod changes are needed, but that leaves no "full" test environment.
