When staff are logged in they should see a link to the staff dashboard instead of a link to 'Manage My business'

GIVEN I am logged in as staff
WHEN I visit the registries home page
THEN I see a link to the staff dashboard

Start at the registries home page entry point for https://www.bcregistry.ca/business/auth/home/decide-business and locate the existing “Manage My business” link. Check the logged-in staff path and verify that it instead shows a link to the staff dashboard.
