Description
Staff are able to view the 'My Business Registry' page for another account, or they can view the staff version of the page. As of today, it's ambiguous which version they're on.
Acceptance Criteria:
- Update page title (see 12612)
- Update breadcrumb
- Enhance page header to show account and logged in user
- update search dropdown to have account business dashboard, and account management
