As a user I want to file a special resolution with registries

## Description:
Given that I am logged in and on the dashboard
When I choose to file a special resolution
Then I am able to file it pay a fee of $70 or $100 for a name change

Special Resolutions are how Coops change their memorandum, rules and their name. Currently the special resolution goes in the file and forms part of the memorandum or rules, it doesn't overwrite those articles.
