Auth Web: business registry list should expand to window height

**SEE COMMENTS BELOW FOR UPDATED REQUIREMENTS**

The list of NRs/businesses on the My Business Registry page should expand to the window height. In other words, the bottom of the list panel should "stick" to the bottom of the page, while leaving the footer visible.

In this screenshot, you can see that the list is a fixed height, leaving some dead space below it. Since it's a large list, I need to scroll through it anyway, but it would be great if I could see more of the list at a time.

The work is done when the list expands to the available window height, leaves the footer visible, and shows more businesses without the current dead space below it.
