UI Design - Name Requests (NR) automated refund work

Relationships team has been working with PayBC to automate the refund process.

User story:
As a user
I want to initiate a refund if a name request isn't needed and see that a refund has been completed
So that I know a name request has been refunded

Out of scope: partial refunds

In scope:
- [x] Initial Name Request in draft and user selects cancel and refund (through Name Request App)
- [ ] Reapply for an expired Name Request in draft and user selects cancel and refund?
- [ ] Staff initiated full refund for a Name Request in any state (not sure if through NRA or NameX or transaction summary)

To Do:
- [ ] Create an Epic or Story
- [ ] Phased approach? - Do this in NameX first.
- [ ] One ticket each for Names, PPR, Partners
