Issue with Benefit Corps and Coops Filings

WHEN completing an AR filing
THEN An error message comes up when trying to pay
AND payment shows incomplete
AND filing appears stuck
AND an entry is added in the To-Do list

- [ ] It happens to both Coops and Benefit Corps
