Foundation date for converted coops

**Describe the bug in current situation**
As discussed,
**The foundation date in COBRS for coops converted from COBRS is 1 day ahead of the foundation date in the modernized coop application.**

David Roberts raised this issue with me, (David M.), can you check it and raise the appropriate ticket?
The problem is that when we converted all the dates to UTC, the date/time in UTC is 2006-11-20 16:00 whereas the date on the mainframe is 2006-11-21 00:00.
