Current behaviour:
Getting an error validation message for Court Order component.

Steps to reproduce:
1. Log in as a staff
2. Initiate an Sp/Gp dissolution
3. Click on File and pay without filling anything in
4. The Court order component presents a error validation message
Expected behaviour:There should be no validation set for court order component as it is not a compulsory
