Incorporate the findings from [#9908](https://app.zenhub.com/workspaces/design-team-space-6144b1bb15dbac0013e68828/issues/bcgov/entity/9908) into the style guide.
- We want to aim for 1280px width for desktop to capture 96% of the audience
- Responsive behaviour and breakpoints to follow Vue defaults
