Description

1. When there are no exact matches and similar matches in a PPR search the header for the search results is not using the proper design.

- Retain Exact Matches header
- Add No Exact Matches wording
- Add while line

2. Header Bar Visual Design Updates:
- Align Exact / Similar Matches header text in gray bars with the "Select All" and "exact matches added" text that is right beside the check boxes (similar to we do for MHR)
- Change Exact / Similar Matches header text to All Caps (like we do for MHR)
