Description
## Expected Behaviour
GC field should be empty when returned to 'Add Collateral' step (see below)
## Current Behaviour
When the default General Collateral text is deleted, and the GC field is empty, then the Review and Confirm screen displays Collateral with "This step is unfinished", but when the user clicks on the link and returns to "add collateral" step, then the GC field is auto-filled with the default text (same applies for all the other GC with default text crown charge registrations).
- When the user clicks on the unfinished link to complete the collateral and returns to step3:
**Expected Behavior:** GC field should be empty when returned to 'Add Collateral' step
