**Describe the bug in the current situation**
when trying to make a change of director on the same day as when the incorporation application is filed the UI is throwing a error

Steps to reproduce the behavior:
1. Go to 'https://dev.bcregistry.ca/business/auth/home/decide-business'
2. Login using BCREG0001
3. Open this IA BC0870990
4. File a director change.
5.see an error
