Description

**When this is fixed, reply to email threads INC0156959 and INC0156309** ⚠️

In the Filings UI
When a user or staff tries to complete a maintenance filing (Director or Address Change)
The user is sent to the dashboard with an item in the ToDo list stating payment incomplete
At this point you cannot delete payment or resume it, as it will fail at pay with a Payment Complete message
