NAICS api - migrate NAICS endpoints from Legal API

Note: This is a placeholder ticket to migrate the NAICS endpoints from the legal api when some of the initial work that is required to setup a new service is done. Assuming initial skeleton service will be done by SRE.

Start by locating the NAICS endpoint code in the legal API and reviewing the initial skeleton service expected from SRE. Clarify the database setup, OpenShift deployment ticket, and the required NAICS_YEAR and NAICS_VERSION configuration before migrating anything. Done means the endpoints run in the new service, use the database and configuration, are JWT-protected, and are running in OpenShift.
