UI Design - how to display Alerts (Not in Good Standing etc) on Dashboard Table + Entity pages (Business Registry + Search)

**Alert Section rules:**
- Hide the Alert section entirely if there are no current alerts for the business

**Alert icon colour rules:**

In Tables:
- Use the colour for the highest alert for the entity (ie if there are both orange and red alerts, show red alert icon in the table with tool tip listing all current alerts)

On Entity Pages:
- Show the most recent alerts at the top, separated by colour (Red alerts grouped above orange alerts)

**Alert colours:**
Process of being dissolved - red
In liquidation - red
Not in Good Standing - orange
Frozen - orange

Notes for designers:
Before we can go live with business search, we need to have the **Not In Good Standing** warning banner in place.

This is follow on work from [RFC re: historical states.](https://github.com/bcgov/entity/blob/master/rfcs/rfc-business-states.md)

Note: 0879910 B.C. LTD. in TEST is not in good standing and has a court order

**We need this because:**
* Benefit Companies and Co-ops can have this warning
* Third parties that use third party search look at this to determine wither or not they can provide a service
* Teams that generate "certificate of good standing" reports need this, they shouldn't be able to download it if the entity is not in good standing
* Certain filings cannot be started if an entity is Not in Good Standing

**What is needed to display:**
* Warning "not in good standing"
* Tool tip explaining what it means
* Reason that the entity is not in good standing (bring this to staff and determine if they want to include this or not)

**Let's consider adding this status to:**
* My Business Registry page
* Entity Dashboard
* Third party search (chat with Scott, make consistent between search and business registry)

**This ticket is to:**
We don't need to design how to block clients from doing things when they are Not in Good Standing, we just need to design the status and how it is displayed on the screens.

Staff and third parties want this status to be very bright and obvious, they need to see it at a glance.
