Update Co-op Annual Report Filings

### Description
We need to make some updates to co-op ARs.
1. Clients can indicate “no meeting held” as of Jan 1st of the next calendar year (don't have to wait until may 1st)
2. If a client selects "no meeting held", the AR is effective as of December 31st, 11:59pm of the calendar year of the AR. (completed in #10911)
**NOTE: Amber & Cameron are sending a decision note to Carol to decide if we are going to stop collecting AGM dates all together. This decision impacts the above work. The decision likely won't be made until June.**
