Design enhancements of BC Mail PDFs

The following items remain for UX Assurance of the BC Mail version of the report PDFS and Cover Pages:

1) See if we can get the large box lines on the edges to align with the smaller box above it
2) Some of the subheads and body text throughout the PDF is still using #313132 dark gray, when all text should be changed to pure black #000000. Please go through all text/headers/subheads in the report to update the text colours.
3) ~~In recent PDF tests, so fonts were still rendering as DejaVu instead of Calibri (see first 6 pages of the attached pdf)~~ Covered in 11199.
