Description
The user account and notification panels in the header (My Business Registry page) seem to switch places.
Steps to reproduce:
1. Login to https://dev.bcregistry.ca/business/auth/home/decide-business
2. Observe that the Notifications is on the right of the user panel in the header
3. Refresh the page
4. Observe that the Notifications has moved to the left of the user panel
