Update payment error message styling

### Description
This is work for Relationships. The pay api sends back errors for a number of payment errors. We can't really format them without losing the benefit of pay sending the error wording, so we need relationships to update the look of these errors to match our design system.

A design ticket is probably needed for this, but I have discussed briefly with Roy. Here is what they should look like: We just need the bolding, the spacing and the icons.

There is no specific deadline for this, but the errors are quite hard to read as they are.
