Description
**Describe the bug in the current situation**
When the staff wants to make an Alteration on the Review page the staff modal just shows the error validations on the methods of payment without waiting for the user input

Staff filing the Alterations
Steps to reproduce the behavior:
1. Go to 'https://www.bcregistry.ca/business/auth/home/decide-business'
2. Login with staff
3. Try to file an Alteration
4. See an error
