Fee list is not showing when Statutory Fee: select as NO.

Steps to reproduce the behavior:
1. Go to sbc auth and login as bcol admin.
2. In product and service page Statutory Fee: select as NO.
3. Go to name request and request for name
4. on last screen "Confirm Name Request" see "Payment Details".
5. just showing two blank lines and total fee.

Reproduce the issue through SBC Auth as a BCOL admin: set Statutory Fee to NO, submit a name request, and inspect Payment Details on the Confirm Name Request screen. Trace how the fee list is populated for this selection; done means the expected fee information renders correctly instead of blank lines while the total remains visible.
