Description
Recently, the "filed by" field in ledger items was redacted to display "Registry Staff" instead of the staff's actual login in certain conditions.
The submitter display name in detail comments should be redacted similarly. Example (in this case I am a BCSC user, not staff):
Also, the name should be changed from "Registry Staff" to "BC Registries Staff" ( @lmcclung approve please)
