LEGAL API - Update document list to include NOA

### Description

The original, and new corrected alteration are missing NOAs.
The correction filings currently have an "alteration" and "correction - alteration" outputs that need to be suppressed.
We are going to have staff provide a stamped paper form as an output for this filing (for now).

### To do
- [ ] Ensure Notice of Alteration filings always have a Notice of Articles (even if they have been corrected)
- [ ] (in the API) Suppress "alteration" and "correction - alteration" outputs from the document list of a correction filing to an alteration
- [ ] Verify that the NOA template is correct and does not need changes (could be failing to return now because it is failing to build)
