Transactional Folio Number should be a shared component

The Transaction Folio Number component is used in both Edit UI (for Alterations) and Create UI (for Dissolutions). There are minor differences but it is essentially the same component, so:
- it should be factored out and moved to BCRS Shared Components
- it should be imported into Edit UI
- it should be imported into Create UI

Locate the existing Transaction Folio Number component in the Edit UI and Create UI, then inspect the BCRS Shared Components structure and import conventions. Confirm the minor differences between the Alterations and Dissolutions uses before factoring out the shared component. Done means both UIs import the shared component and retain their required behavior.
