- [ ] #4444 - Address change output and NOA to be fixed. This issue was noticed while reviewing the BCOMP Address Change output, but the problem isn't in the report/output code. The effective time is stored in the db as "12:00 AM" (which is what the output displays). If possible, this problem should be fixed in the database. I am aware of some UI code that explicitly displays "12:01 AM" for the COD effective date. This should be cleaned up accordingly -- just use the date from the db.
