git user name and email

Current instructions suggest git user name and email need to be aligned with GitHub account. Check this and make appropriate edits as it doesn't seem the case for user name.

These would be better:
user.name = "FirstName LastName"
user.email = "your.email@gov.bc.ca"

Update the examples and wording so the user.name guidance is accurate, then verify the rendered section clearly shows the intended configuration.
