Spike CTHUB - Data template download not functioning

**Problem Description**
**In order to** (achieve some goal), (a system or persona) **needs to** (some action).
When an IDIR user attempts to download dataset templates from CTHUB for the CVP Data, LDV Data, and ICBC Vins categories, an error is shown, and no file is downloaded.

**Solution Needs**
- The user should be able to download dataset templates for these program categories. We need to identify why this issue is happening and if a simple solution is identified fix it. If the solution to fix the issue is more complicated, we can make a separate ticket.
