CTHUB - vinpower service

**Describe the task**
Deploy the vinpower service on openshift. Specifically, the Java service in the /spring folder in the CTHUB project.

**Purpose**
Business requirement

**Acceptance Criteria**
(1) The vinpower service is deployed on openshift dev and is accessible from within the cluster (no need for a route).

**Additional context**
(1) The jar dependency that the service needs cannot be kept in a publicly visible location due to a licencing agreement; therefore we cannot put it in our publicly visible GitHub repo. So our build process may look a bit different; perhaps we can try storing the jar in bcgov's artificatory and getting it from there when we build? Or put CTHUB into a private repo instead?
