Description
**Describe the task**
Add the LDV (Light Duty Vehicle) data file to CTHUB.
**Purpose**
The purpose of this task is to enable the business area the ability to uploading LDV data by into CTHUB.
**Acceptance Criteria**
- [x] Users can upload `SP-Complete sheet` to CTHUB
- [x] LDV columns match the format specified in the LDV_Headers file
- [x] Errors and warnings pop up as specified
- [x] The rest of the columns are not uploaded
