CPF dashboard - last submitted job by user

Description
Currently the CPF admin app displays monthly and annual total jobs submitted to business applications. Update the CPF admin dashboard to show the following per user:
**_> Date of last submitted job per user account_**
Note: This will require a data model change to add the field into the user table.
