Description

**Background:**

Currently, information regarding statutory fees, fee exemptions, and no-fee services is not consistently communicated across Connect onboarding materials, API documentation, Terms of Use, and partner onboarding processes.

As a result:

- API users may not understand which services are subject to fees.
- Government partners may be unaware that a fee exemption process exists.
- Internal and external users might receive information from multiple sources, creating confusion and inconsistency.
- The API Terms of Use do not clearly identify how fees apply or where users can find fee-related information.
- Operational teams lack documented guidance for handling fee-related inquiries and exemption requests.
- Connect does not currently have a documented, platform-wide approach for communicating fees and exemptions consistent with existing practices.

**Objectives :**

- Ensure API users and government partners understand applicable fees, no-fee services, and fee exemption processes.
- Ensure support teams have documented guidance for handling fee-related inquiries
